Ernesto Laclau has blazed a unique trail in political theory and philosophy since the early 1970s. In so doing, he has articulated a range of philosophical and theoretical currents into a coherent alternative to mainstream models and practices of conducting social and political science.

This paper addresses two methodological paths in Artificial Intelligence: the paths of Babbage and anti-Cartesianism. While those researchers who have followed the latter have attempted to reverse the Cartesian dictum according to which machines cannot think in principle, Babbage’s path, which has been partially neglected, implies that the replacement of humans—and not the creation of minds—should provide the foundation of AI. In view of the examined paths, the claim that we support here is this: in line with Babbage, AI researchers (...) have recently concentrated upon the replacement of human labour, and thus upon the creation of Machine Learning systems. After presenting and analysing the paths, we characterise Machine Learning via its developments and an illustrative example. Then, we put forward an argument that shows that total replacement of human labour will not be feasible for practical and conceptual reasons despite the successful developments in recent AI systems. Our discussion finally leads to optimism and awareness: AI’s advances allow humans to dedicate themselves to higher level tasks, but these advances also require that we be vigilant about the responsibilities granted to ML-based systems. Increasing global competition has intensified the use of informal sector workforce worldwide. This phenomenon is true with regard to India, where 92% of the workers hold precarious jobs. Our study examines the dynamics of workplace dignity in the context of Indian security guards deployed as contract labour by private suppliers, recognising that security guards’ jobs were marked by easy access, low status, disrespect and precariousness. The experiences of guards serving bank ATMs were compared with those working in large reputed organisations. (...) The former reported loss of dignity though their inherent self-worth remained partially intact, whereas the latter reclaimed dignity despite the precarious working conditions and the absence of unions. Guards from large reputed organisations evolved strategies by which they took advantage of the client’s vulnerabilities, developed ‘thick’ relationships at work and immersed themselves in 'doing dignity work' to ensure that they are not disposable. ‘Doing dignity work’ was a visible device which involved actions that met or went beyond the norms laid down by the client and was used by security guards to limit the extent of their precariousness. Since the opportunity to reclaim dignity was facilitated by large reputed clients’ adherence to legal regulations, we see implications of the study for the moral economy. (shrink)

Este estudio examinó el uso creciente de los Derechos de la Naturaleza como un enfoque para gestionar la administración terrestre. La Constitución de Ecuador de 2008 destaca por incorporar el concepto indígena de Pachamama, reconociendo a la naturaleza como titular de derechos. A través del análisis de los casos del río Whanganui en Nueva Zelanda y los glaciares Gangotri y Yamunotri en India, ambos en 2017, argumento que, aunque el discurso sobre los derechos individuales se fundamenta en la subjetividad moderna (...) y en el constitucionalismo de los estados nacionales seculares, se revela como una herramienta transcultural eficaz para legitimar la gestión humana del planeta en la era del Antropoceno. Defiendo que el emergente debate sobre los derechos de la naturaleza ofrece una base sólida para la administración terrestre y se compone de dos iniciativas clave diseñadas para superar los límites de la modernidad europea. Este enfoque basado en derechos establece obligaciones hacia la naturaleza que van más allá de los meros intereses humanos y reconoce el saber indígena como un dominio argumentativo alternativo. Así, las cosmovisiones indígenas se convierten en parte integrante de los Derechos de la Naturaleza, gracias a dos aspectos fundamentales del Antropoceno que están siendo cada vez más aceptados y valorados. Political violence does not end with the last death. A common feature of mass murder has been the attempt at destroying any memory of victims, with the aim of eliminating them from history. Perpetrators seek not only to eliminate a perceived threat, but also to eradicate any possibility of alternate, competing social and national histories. In his timely and important book, Unchopping a Tree, Ernesto Verdeja develops a critical justification for why transitional justice works. He asks, “What is the (...) balance between punishment and forgiveness? And, “What are the stakes in reconciling?” Employing a normative theory of reconciliation that differs from prevailing approaches, Verdeja outlines a concept that emphasizes the importance of shared notions of moral respect and tolerance among adversaries in transitional societies. Drawing heavily from cases such as reconciliation efforts in Latin America and Africa—and interviews with people involved in such efforts—Verdeja debates how best to envision reconciliation while remaining realistic about the very significant practical obstacles such efforts face Unchopping a Tree addresses the core concept of respect across four different social levels—political, institutional, civil society, and interpersonal—to explain the promise and challenges to securing reconciliation and broader social regeneration. In early 2019 Madrid launched the first permanent citizen participation scheme in which members are chosen by lot: the Observatory of the City. Although the scheme was abandoned by the new government after the May 2019 elections, the Madrid experiment raises important questions about democracy. The project is another example of the growing prominence that the draw has acquired in many countries, as an ideal element to organise and order the participation of people in political affairs. In this paper we (...) describe the first steps of this scheme and also highlight the features that make the draw in Madrid a unique experience both because of the implications of the use of the draw, and from the point of view of similar schemes that are being carried out in other parts of the world. Madrid ha puesto en marcha, desde inicios del año 2019, la primera experiencia de participación ciudadana permanente cuyos miembros son elegidos por sorteo, el Observatorio de la Ciudad. A pesar de que la experiencia fue abandonada por el nuevo Gobierno después de las elecciones de mayo del 2019, la experiencia madrileña plantea importantes cuestiones sobre la democracia. Esta experiencia se suma al creciente protagonismo que ha adquirido el sorteo en muchos países, como un elemento idóneo para organizar y ordenar la participación de la gente en los asuntos políticos. En este trabajo exponemos los primeros pasos de esta experiencia, así como destacamos los rasgos que hacen del sorteo en Madrid una experiencia singular, tanto por las implicaciones que tiene el uso del sorteo como desde el punto de vista de las experiencias similares que se hacen en otras partes del mundo. Extensionalism is, roughly, the view that perception occurs in episodes that are temporally extended (and thus capable of accomodating in their entirety phenomena taking a nonzero lapse of time to occur). This view is widely acknowledged to be incompatible with thin presentism, the second most popular position in temporal ontology. In this paper, I argue that extensionalism is also incompatible with several other positions in temporal ontology, namely those positing the existence of non-present times that host sentience—positions I collectively refer (...) to as the sentient non-present view. Most notably, extensionalism proves to be incompatible with B-theoretical eternalism, which is the most popular position in temporal ontology. (shrink)

Participatory Budgeting has by now been widely discussed, often celebrated, and is now instituted in at least 1,500 cities worldwide. Some of its central features—its structure of open meetings, its yearly cycle, and its combination of deliberation and representation—are by now well known. In this article, however, we critically reflect on its global travel and argue for more careful consideration of some of its less well-known features, namely the coupling of the budgeting meetings with the exercise of power. We disaggregate (...) PB into its communicative and empowerment dimensions and argue that its empowerment dimensions have usually not been part of its global expansion—and this is cause for concern from the point of view of emancipation. We thus discuss the specific institutional reforms associated with empowerment in the original version as well as its analytic dimensions. We also address some of the specific dangers of a communication-only version of PB as well as some suggestions for reintroducing empowerment. (shrink)

Para ello se utiliza su metodología de análisis fenomenológico aplicada a los conceptos de mysterium, tremendum y fascinans o las dimensiones del temor, incorporadas en la cultura mapuche. Se concluye que el análisis de estos diversos momentos de la experiencia santo-numinoso en la vida religiosa del mapuche, permite constatar el dinamismo existente en la idea religiosa del (...) mapuche, lo que a su vez representa adecuadamente la relación entre el hombre religioso y lo santo.: This article seeks to observe the Mapuche religious fact, starting from Rudolf Otto’s reflection on the numinous and the holy. For this, it uses its methodology of phenomenological analysis applied to the concepts of mysterium, tremendum and fascinans or the dimensions of fear, incorporated in the Mapuche culture. Abstract: This article examines the uses of official apologies for massive human rights abuses in the context of democratic transitions. It sketches a normative model of apologies, highlighting how they serve to provide some moral and practical redress for past wrongs. It discusses a number of contributions apologies can make, including publicly confirming the status of victims as moral agents, fostering public reexamination and deliberation about social norms, and promoting critical understandings of history that undermine apologist historical accounts. The article (...) then presents certain normative criteria that any official apology must satisfy, and concludes with a discussion of several theoretical and practical challenges that apologies face in transitional contexts. It draws on Chilean President Patricio Aylwin's apology for his predecessor's crimes as an illustration of some of the promises and challenges that apologies face. (shrink)

In this article, we shift the usual analytical attention of the GPN framework from lead firms to suppliers in the network and from production to IT services. Our focus is on how Indian IT suppliers embed in the Netherlands along the threefold characterization of societal, territorial and network embeddedness. We argue that Indian IT suppliers attempt to display societal embeddedness when they move to The Netherlands. Our findings reveal that the endeavour by Indian IT suppliers to territorially dis-embed from the (...) Dutch context is reinforced by their peripheral position in the network and their ability to offshore work in a bid to contain costs, in addition to the influence of client domination. Therefore, territorial embeddedness is considered to be secondary to societal embeddedness which is intertwined with client interest while neglecting the interest of other network members. Nonetheless, the inter-firm relationship is complex, given the tension between societal, territorial and network embeddedness. While preferring Indian IT suppliers because of their low pricing, Dutch clients also insist on compliance with the institutional context of the Netherlands especially when it comes to Dutch employees. This results in hybridization which means that Indian IT suppliers find ways to adhere to the institutional framework for Dutch nationals while simultaneously insulating Indian employees from the same. Consequently, a highly unfair segmented internal labour market develops, with Dutch nationals being treated more favourably as compared to Indian nationals. Nonetheless, to address these violations, Indian employees prefer individual strategies of resilience and rework rather than a collectivization response. (shrink)

By going back to the Italian humanist tradition and aspects of earlier Greek and Latin thought, Ernesto Grassi develops a conception of rhetoric as the basis of philosophy. Grassi explores the sense in which the first principles of rational thought come from the metaphorical power of the word. (...) He finds the basis for his conception in the last great thinker of the Italian humanist tradition, Giambattista Vico. He concentrates on Vico’s understanding of imagination and the sense of human ingenuity contained in metaphor. Eco en "Obra abierta", ya en 1962, insustituible para una hermenéutica de la obra de arte, que pone especial atención en la instancia del usuario, imaginando un lector modelo ejerciendo actos de libertad consciente para una obra que se presenta como abierta, a veces en movimiento, e invariablemente como metáfora epistemológica de nuestro tiempo.Hemos presentado algunos aportes que sobre el contexto han realizado lingüistas, aportes (...) que pueden trasladarse satisfactoriamente al campo de la estética, como adecuado límite a una multiplicidad infinita de sentido de la obra de arte, para servirle de gran utilidad, a pesar de que ciertas teorías ya clásicas de la Estética puedan haber pensado, en su momento, lo contrario.Finalmente, buscando algo diferente, con relación a los efectos de las obras de arte en sus gozadores, provocados intencionalmente por sus autores, hemos insertado ejemplos de experiencias propias y disímiles entre las mismas, como nos sucedió con J. El artículo pretende analizar la metodología de los programas de investigación de Imre Lakatos a la luz de la ciencia contemporánea. Tomando como base las encuestas realizadas a un grupo de físicos del CERN, se constata que las sugerencias de Lakatos sobre el progreso en la ciencia, esto es, sobre cómo determinar el carácter progresivo o no de un programa de investigación, entran en colisión con la práctica cientí? ca. La conclusión es que el modelo lakatosiano no es un marco (...) adecuado para entender qué factores informan de facto el juicio de los investigadores sobre la progresividad de un programa de investigación. In lieu of an abstract, here is a brief excerpt of the content:Converging on an Open QuestErnesto Laclau (bio)I very much enjoyed the exchange in which Judith Butler and I engaged last year, through an e-mail correspondence between what Borges would have called the “unlikely geographies” of Berkeley and London. The points of convergence of our respective approaches are clear: as Butler points out, the process of gender formation that she describes and the logic of hegemony as presented in my (...) work (and in that which I wrote in collaboration with Chantal Mouffe) coincide in several of their assumptions. Neither we nor Butler see identities—political in one case, gendered in the other—as the expression of an intemporal mechanism or principle, but as products of the enactment of contingent norms; and both of us deny those norms a transcendental status, an a priori “hardness” which would reproduce itself unchanged in all historical instances. On the contrary, we see them as submitted to historical variations and as penetrated by a constitutive indetermination and ambiguity.I have used the word “transcendental” ex professo, because it is the status of the transcendental which is at the root of many of the most crucial problems in contemporary theory. Most people would agree that transcendentalism, in its classical formulations, is today unsustainable, but there is also a generalized agreement that some kind of weak transcendentalism is unavoidable. In the deconstructionist tradition, for instance, the notion of “quasi-transcendentals” has acquired considerable currency. But most theoretical approaches are haunted by the perplexing question of the precise status of that “quasi.” The problem touches on, on the one hand, the question of “metalanguage”; on the other, the status, in theory building, of categories that apparently refer to empirical events but that in practice have a quasi-transcendental status, operating as the a priori conditions of intelligibility of a whole discursive domain. What is the status in psychoanalysis, for instance, of categories such as “phallus,” of the “castration complex”? Because of the undecided status of the “quasi,” we are confronted with a plurality of alternatives, whose two polar extremes would be a total hardening of those categories, which would thus become a priori conditions of all possible human development, and a no less extreme historicism which sees in them only contingent events, products of particular cultural formations. The first extreme is confronted with the whole array of problems emerging from any transcendentalization of empirical conditions; the second, with the difficulties derived from not dealing with those conditions which make possible even a historicist discourse. The logic of the “quasi” tries to avoid both extremes, but it is extremely unclear in what that logic would consist of. These are questions which have not been dealt with enough, in either Butler’s approach or in mine; but they are issues to which both of us will have to return—perhaps in future exchanges.Let me now move to two central points contained in Butler’s latest piece, published in this issue of Diacritics as an addendum to our original exchange. They relate to the relationship between hegemony and iteration, and to the role of names in fixing meaning. I think that iteration belongs to the structure of any hegemonic operation, but that the latter stresses a double dimension of both repetition and displacement of meaning. To understand how these two dimensions interact with each other is crucial in order to grasp the [End Page 17] logic of the political. (I understand hegemony to be the central category in political analysis.) As Derrida has shown, iterability (the possibility of repetition in a plurality of instances) is something which belongs to the essence of the sign. What would something be which occurs in only one instance? It would simply not be a sign. But if the sign has to be the same, it also has to be different each time—and in that case the instance of its differential use has to be as part of its internal structure as the dimension of sameness. Now, in that case, it can only remain the same by becoming something constantly different from itself. Temporal ontology is concerned with the ontological status of the past, the present and the future, with presentism and eternalism as main contenders since the second half of the last century. In recent years several philosophers have argued that the presentism/eternalism dispute is not substantial. They have embraced, one may say, deflationism. Denying or downplaying the meaningfulness of tenseless language and wielding the so-called triviality objection have been their main argumentative tools. Other philosophers have opposed this trend, thereby holding fast (...) to what could be named substantialism. Their leading defensive strategy has consisted in bringing to the fore tenselessness or unrestricted quantification in an attempt to resist the triviality objection. Despite this reaction, the past few years have hosted a new wave of deflationism, wherein the triviality objection and qualms about the legitimacy of tenselessness and unrestricted quantification still loom large. This paper counters this trend, by providing a new clarification of tenseless predication, unrestricted quantifiers and their role in rescuing substantialism from the triviality objection. A crucial ingredient is this: the appeal to unrestricted quantifiers and to tenseless predication are not alternative strategies, but rather two sides of the same coin, since substantialism requires quantifiers that are both tenseless and unrestricted. Ernesto Laclau, born in Argentina, is well known for his Hegemony and Socialist Strategy, published in 1985 in collaboration with Chantal Mouffe. The work starts off by critically examining the concept of “hegemony” (...) within a Marxist tradition, and it ends by proposing a socialist strategy that not only takes into account the criticism posited against the Marxist tradition of the last three decades, but also the emergence of new social and political fronts. Hegemony manifests a motive that is felt in the background of the following discussion: a politics of “radical democracy” (a term introduced in the book) should aspire to preserve the conflictive character of all social processes if it intends to avoid becoming a totalitarian system. In other words, a politics of a “radical democracy” should remain faithful to the dictum stated by the German poet Paul Celan: “build on inconsistencies.” It is evident that Laclau and Judith Butler, the North American author of Gender Trouble (1990) and its sequel, Bodies That Matter (1993), share this position. In these works, Butler advocates the reactivation of the concept of “interpellation” in order to expose the ways in which any given subject is “engendered.” The performative constitution of a subject, according to Butler, is defined through a reiterative convocation or “interpellation,” which continuously exhorts the subject to adhere to a gender norm. Not all sequences and efforts at interpellation, however, are completely successful; hence the need for notions of “deviations” in contrast to the norm. This theoretical standpoint facilitated a deconstruction of social gender norms and addressed issues raised by the gay and lesbian communities. In Bodies That Matter, however, a growing emphasis was placed on the articulation of the task at hand within a broader field of the democratic claims of minorities. Here, references to Mouffe and Laclau and to the concepts of “articulation” and “hegemony” were increasingly necessary.The link between Butler and Laclau was extended by the dialogue that follows. An example of this is the notion that all identities constitute themselves by differentiation. However, differentiation immediately implies antagonism. Identities exist because there are differences in strength, antagonism, and finally, in hegemony. According to both Butler and Laclau, the social constitutes itself as the space in which hegemonic relations unfold. Nevertheless, it is characteristic of any hegemonic position to never gain stability: any hegemonic position is always exposed to the risk of being subverted. Thus the recurrence of two issues that play a role in the following discussion: the existence of hegemonic relations and, hence, exclusion, found in the social domain. But since no particular exclusion is based on “the nature of things,” or can be ultimately justified, no exclusion can be definite, and no politics can achieve a final form. This paper focusses on the experiences of Indian lesbians and gays who are subjected to unethical acts of workplace bullying which get manifested through constant guesswork, comments and questioning about their sexual identity in the hostile Indian context. Given this, LG participants usually opt for secrecy and lead a double life, using ‘passing’ and ‘covering’ strategies to manage economic, social and psychological risks. Nonetheless, this paper rewrites the negative tenor of lesbians, gays, bisexuals and transexuals research by underscoring how LG (...) participants move from fear to courage in their endeavour to live authentic lives while considering the broader organizational and social context. We argue that their courage is manifested mainly through deliberate micro-disclosures and a sense of defiance which can be enhanced if organizations are designed to be more inclusive and ethical. Consequently, participants defined inclusive ethical organizations as having conducive environments with trustworthy, supportive, secure, fair, unbiased and safe non-discriminatory policies open to the idea of diverse sexual orientations. Our findings point to the fact that, first and foremost, organizations must be crafted and sustained to be courageous within a hostile social climate, for employees to overcome their fears. (shrink)
